In partnership with the Bureau of Land Management (BLM), the Watershed Council has offered native trees and shrubs to landowners interested in enhancing natural areas on their property. This successful program has created goodwill in the community and led to the development of other restoration projects through connections with property owners.

In order to support this program and to provide hands-on opportunities for schools, the Watershed Council developed native plant nurseries at local high schools. Scappoose High School and the Columbia River Youth Corps (an alternative school) have committed to the project. The Oregon Watershed Enhancement Board (OWEB) and BLM provided funding to construct the nurseries. The Watershed Council is working with students, and community volunteers to keep the nurseries running.

A portion of plants grown at the nurseries are provided to landowners, and most of the rest of the plants go to restoration projects along creeks and wetlands. Some plants are offered for sale in the spring and fall in order to help support the program.
