Project Details
Scappoose Bay Watershed Council is announcing the start of construction in collaboration with the City of Scappoose of our Chief Concomly South Scappoose Creek Restoration. Construction will be starting on August 17 with the grading work anticipated to be completed by the end of August. Planting will be done in the winter in the November – February time frame.
Chief Concomly South Scappoose Creek Restoration is the last of the phased projects on this section of South Scappoose Creek and is adjacent to Reach G & H (Veterans Park) as well as Reach F (EJ Smith Parcel). The project site is located on a single parcel within the City of Scappoose at Chief Concomly Park. This section of enhancement is a continuation of both Zone F and Reach G & H or the existing Veteran’s Park enhancements. This section of enhancement is the East side of the bank, and the West Side (Veterans Park) was completed in 2018. Reach F or the EJ Smith parcel restoration was completed in 2024, with riparian vegetation work still being completed in collaboration with the Scappoose Bay Watershed Council. The section is relatively straight with moderately unstable banks on one side of the channel. The West bank floodplain is the Reaches G & H or Veterans Park enhancement that was completed in 2018. The East bank floodplain is a combination of aged trees and invasive weeds. This section of creek has six Oregon Ash trees that are at the end of their life cycle along the creek. They have been experiencing top-down die back, limb loss and root exposure from the erosion in the bank. The Scappoose Bay Watershed Council recommends the removal of these trees during the project. This will prevent the trees from falling into the creek after project completion putting infrastructure and the planting or project grading at risk. The nature that these trees are hardwood and would not provide long term benefits in the creek as well as posing a risk to infrastructure during high flows are a reason for preemptive removal. In addition, this bank layback will allow for habitat floodplain reconnection but also widen channels to help control flooding of infrastructure in the area. Native trees, shrubs and forbs will be planted throughout the restored areas, to a width varying from 5 to 50 feet over the length of the reach for a total of 0.68 acres restored. Grading and fill from these laybacks onsite will be completed to ensure proper drainage and create more level useable park field space for the community. The soil excavation will also have a minimal impact with less than 120 yards being projected to be removed from the site. The Scappoose Bay Watershed Council is working closely with the City of Scappoose to coordinate and integrate the vision and riparian restoration into the park planning effort.

The project site is on the east bank of South Scappoose Creek in Chief Concomly Park which is owned by the City of Scappoose.
